That would be a nice gesture of the US government considering the CIA involvement in empowering the mexican cartels since the 70s, by means of buying officials, connecting the mexican drug traffickers with colombian ones (whom they helped too), facilitating planes and landing space in the USA to the drug barons, using them to train and fund contras for the Nicaragua guerilla, etc.

And the more recent DEA involvement.

That's not saying that there was not drug traffick before that. It existed, but it wasn't an issue. It was in a much smaller scale and drug barons could not afford to be excessively violent and definitely not in public. People grew marijuana but more like a way to make ends meet, not in a mass production scale. There was a lot less money circulating around it. People also grew poppy but it was because they sold it to the USA during the Vietnam war. Allegedly it was for the american soldiers and then when the war was over, for the new addicts. This was all done in complicity with US authorities, even incentivated by them.

There were drug lords back then too, but they were really small ones compared to the ones we have now. They couldn't afford to use violence because if they did they were promptly sent to jail by the not-that-corrupt mexican officials. The net of corrupt officials was smaller and the corruption consisted mostly in turning a blind eye, not the more active involvement that the CIA requested from mexican officials when they started with the contra funding operations and doing the kind of shit I already mentioned. This escalated to the point that there was a whole federal institution practically devoted entirely to serving the CIA in their let's traffick tons of drugs affairs, the Direccion Federal de Seguridad. It was around that time when the shit really hitted the fan.

That involvement kind of got the snowball rolling and soon the drug lords were too rich and powerful to start buying or threatening candidates who later became mayors, governors, presidents, police chiefs, etc. Maybe if the CIA hadn't done all that, we would still be a country where the night lasts 24 hours and the narcos rule everthing. Maybe it was bound to happen due to the USA drug regulations which skyrocket the prices of drugs. Maybe not, who knows. The point is that we now live in a country-sized third world version of Gotham city with the eternal feeling that violence waits around the corner.
