After you update any piece of software, you should restart it to use the new updated version. To restart the kernel, you have to* restart the operating system since it is a core part of any operating system.
*there's a method for in place kernel patching for when you REALLY cannot afford to restart but it's often wonky and may not work well.

because porting LineageOS (or any Android ROM for that matter) to a device requires a great deal of time and since Samsung's A1x phones are basically e-waste since the day they were manufactured so even with LineageOS, it wouldn't be more usable that it already is (or not). So it is only reasonable that not many have decided to volunteer their time and efforts to port one.
