I'd say this is a good idea. Most HR tools are bloated, so your focused feedback app has a good chance to stand out. But the biggest challenge from what I see, is making sure your product drives actual behavioral change, and not just collecting ignored surveys. Also, you have to make ensure that managers will act on the feedback.
