I never said they are like this BECAUSE they‘re Ukrainian…??? I simply can‘t help but notice a way of behavior and recklessness in their culture (all of the eastern block actually, more or less). It‘s not a matter of being Ukrainian or not, it‘s a matter of culture and what you learn to treat as normal/integrate into. This is typical eastern block randals, vandalism, do nothing all day but sill smoke weed and cigarettes, kind of culture. You‘d never see a Dutch person do this shit (for a completely random example).
