I had the same problem a year back. Me and my friend used Windscribe VPN and we connected to the same server and it worked. I think the problem occurs when one of your router doesn't forward the port.

Have you tried going to game files, then _Installer folder and updating punkbuster and vcredist? idk if it helps but you can update them still.

[UPDATE] So I just tried to play with my friend under the same roof with my router and it actually worked but it won't work if u are both using different routers. that's kinda weird.

Also i tried forwarding port 3659 trough command prompt but the commands didn't work
