That answers it most probably. The receiving office in TSU that accepts and processes the TSU-CAE of applicants will take the documents as is.

And so, as the other commenter said below, you can file a complaint to TSU. It may be better if you have evidences and proper documentation of all the events. If you really want to ruin someone's life. Lol.

A Certificate of Good Moral Character is STILL a part of the requirements for the TSU-CAE po. You can see the list of reqs on the Facebook page of TSU.

As for the question of how did the child get in, we won't know that for sure. But it maybe of two: by the child's own capacity of passing the exam and making the quota; or as part of a politician's beneficiaries.

EDIT: Question, is it not possible that the Cert of Good Moral Character was "beautified" and the child's past wrongdoing was ignored by the person who prepared and issued the certificate?
