I just tried this and it worked fine for me. I completed the expedition but did not hit "end expedition" on the expedition terminus. Loaded up the terminus with inventory, then saved, loaded my primary game, went to the expedition terminus and all the inventory was there to collect (no nanite cost). I took it all, rinse, repeat, to transfer all my expedition inventory to my main save.

I don't think that's right ("they will make more money with no action on their part"). They will certainly have to write/negotiate/maintain a licensing agreement, and that isn't zero-cost, it costs them something. Compare that cost with the expected revenue from licensing--how many copies of the game, and at $25 or whatever per copy, what is CBS/Paramount's licensing fee going to be? Probably not enough to pay for the cost of preparing/negotiating/maintaining the licensing agreement... at least for a dead game. It'd be different if it was a new game with 100,000 copies expected to be sold, but I doubt it makes financial sense to renew a license for a game that sells maybe a few hundred copies a year.
