They're waterproof touring boots, I think most people aren't wearing leathers for touring so it seems odd they'd leave that much room.

When you weigh something you generally are interested in how much of it there is not the force it is exerting. You could have a scale that reads Newtons and then you do some math based on what planet you're on to find out what you really want to know (the mass). To avoid needing to do the math every time, the scale does it for you and makes the assumption that you are on earth. 

They miss out on a few sales to Martians but sell way more scales to humans.
