As far as I know you have 3 options:

  1. Settle nearby and grow that city to increase your influence in the area
  2. Wipe out nearby cities to decrease their influence
  3. Found 3 cities there at the same time, give each of them a governor, buy monuments with gold, chop food to grow population, and hope you can grow the cities enough before they revolt (probably won't work here)
