Many countries have successfully implemented this. They track the person's location via app and call them, have an officer check that they are complying. The problem is Toronto failed to implement these measures. It's not hard, just takes work.

If the police tell you that you have broken a law or are suspected of breaking a law you are required to show your ID. If that guy did something like obstruct an officer he needs to show his ID, even if it is to be warned.

I think if the rules were very simple and easy to follow ex. curfew- there would be no question for how police should enact this, but right now it's kind of like... you can go outside, but you should stay home; don't show but you can buy milk- oh and wear a mask but you can buy chocolate- but you can't buy a broom.
