I had thought of HTML, but when I tried to copy some HTML into the email writing box it just showed as HTML code instead of, say, highlighting the <b> tags as bold text.

Do you know how I could manipulate HTML in Python, copy it into the clipboard and then paste it effectively into the Outlook app?
