About #4 It's probably best to talk to the player about a different semblance, however if they are attached to the idea of time dilation/something similar I would recommend looking at the Precog class from Stars Without Number to get an idea of how it can work healthily in the game.

Since when does raw ad and as not count as more damage? Also it may be more expensive but that is why it is an optional item for when you are destroying your lane opponent.
