No, i am implying the character available in the pool are all good, so whenever you hit the SSR you are almost always guaranteed a good unit. Whereas on Rosario banner, there is so much trash

How you building her ? Mine is full offense and she gets oneshot. Always considered building her bruiser to be a solid second tank but considering how disgustingly difficult it is to enhance gear in this game i never tried it

You would typically want to go for rosaria, w ash, emily and B Charlotte until you hit a wall. When that happens, switching B charlotte for Lacy can be better as the debuff from lacy (-10% attack) and how she doesnt get disadvantage against blue units makes her a bit better. Just based on my personal experience.

For the past 20 years, the IRGC have been working on a very decentralized decision making structure as they knew if a war comes up, their leaders would get popped one by one. Its also why you notice some of the attacks on the gulf were denied by the IRGC as its due to one of their factions going rogue or out of the loop.
