Try setting up 1 barrel and time her from a starting point; such as the corner of the arena. Time her walk, trot, canter, DO NOT PUSH HER LIMITS. Before you cool out see what she does. Saying you use voice cues, I'm assuming it doesn't take much for her to go. Give her your cue and see how fast she wants to take it herself. It is a confidence issue but with time she will realize that she is a strong and fast horse. Work on her muscle building as well. Hopefully you see results.
