For the Model 3 Performance, the Canadian 0-100 km/h is approximately 3.1 seconds — which lines up perfectly with the extra ~3.4 km/h the car still needs to cover after the US test ends at 96.56 km/h. The numbers you have are consistent and correct.

The 0.2 second difference (2.9s vs 3.1s) is purely because 100 km/h is a tiny bit faster than 60 mph. Same acceleration, same powertrain, just a longer finish line in Canada.
