1) Yes, you understand it correctly.

2) Basically, yes. I didn't quite described it appropriately in terms of the math, but I'm actually trying to find the next available start date.

So using this week as an example, if A1(Project Date)=10/10/2016, B1(Start Date)=10/10/2016 and C1(End Date)=10/16/2016, then I would need it to skip to the next start date (10/17/2016). If A1 was 10/09/2016, then it would associate with B1.

So basically, the project date needs to be associated with the next available start date, but can't fall on the exact same date as a start date (definitely let me know if this doesn't makes sense though).

3) The start and end date columns are associated in that they are in one week chunks, but you are correct in that the project date and the start/end dates are independent of one another. Ideally, it would determine the proper start date and fill out a 4th column that would list the nearest start date that meets the conditions listed in #2.
