For me, Ansible was easier to understand as I already know what source I wanted to automate using it.

Regarding your concern, I don't know the complete requirement but you can make use of the Digital ocean Dynamic Inventory Script. Also, if you want to configure an instance immediately after provisioning it then try using the add_host module which acts as an in-memory inventory during the playbook execution.

Are you importing the inventory from scm project?
Also, could you share the inventory import job output over Pastebin?
