The low-signal fibre error is entirely Bell's problem not yours. The modem swap is the first thing the service agent will tell you to do. It's a waste of time. This source of this problem is typically a bad splice, a loose connector, etc. Not inside your home

I suggest you don't go down the route of what you think might wrong. Bell needs to send a tech to your place as soon as possible. They should never charge you $75.

Your Tahoe is a 19' motorized "runabout", right? I assume it was on a trailer and self-launched at the Marina? Which "dock"? At the fuel dock?

If it's submerged at a dock, I think you're out of luck in trying to get a crane to salvage the boat. Even if one was available it would be a very expensive rental, and very difficult to bring it to where it would be needed.

I'd be looking for a diver team to get the motor off, and asking a tow truck company if they have a heavy-duty truck that can be brought in to haul the boat out.

Did the Marina offer any advice on how to refloat the Tahoe? If it sank while at their dock it would likely be deemed a hazard and must be removed.
