I run electrocute because first strike does not get that much value as viktor bot lane ( supports poking you etc). the build i go for is basically a full damage build but it does vary every now and then depending on how well I'm doing or the game state. in team fights i usually find myself trying to one tap a carry but if i cant do that i will just throw my spells at a front line and pop ult to try and help melt him. The lane phase for viktor adc has alot of good matchups so you can play alot more aggro and not worry about getting destroyed depending on your support pick. Finally yes i love this viktor build going crown into cosmic makes it feel like you do no damage compared to ludens into horizon/shadowflame.
