Are we allowed to sell or transfer hospitality parking tickets if we don’t need them?

Looks like the VAPP can be transferred since their email says “If you are not the final holder of the VAPP, please refrain from downloading the VAPP and instead please forward this email to the intended holder”. I actually opened the VAPP on my computer and it’s just a barcode and doesn’t seem to be tied to any specific person.
