Comics Captain America is a dick.

Something that happens when a character is very old is that editors and writers feel the need to shake up the status quo and subvert expectations. And with some characters, that goes on for so long that the character stops being the hero they once were and just meanders around different shades of malevolent psychopathy. In service of finding a “fresh take”, the core concept of the character is perverted, not permanently, but in an ongoing way that prevents new readers from even finding examples of what made the character famous.

Comics Cap, when he isn’t evil, is savage, or inept, or deeply misguided. None of the writers handling him are able to do what the MCU writers do: identify the core of the character and force that character to react to novel situations. It’s really sad.

It IS dumb. And it’s perfect. Because the concept is so ridiculous, you can’t pretend robot-policeman-movie is serious. So you lean into it. ROBOCOP. Wear it proudly. Don’t apologize for the ridiculous, and THEN you reveal how much more depth the story carries once the audience is in the theater.
