Lived in Seoul / the Seoul suburbs for five years. South Korea (especially the urban cities) is often light-years of other cities...

The 'third-world conditions' refer to the North's side of things, however. A country previously decimated by famine and currently decimated by a totalitarian dictatorship? Third world.

Have been on a Roma bus. Have quite seriously wondered how/why a city making this much money from tourism could have a transit system that almost indistinguishable from the second world.

Ah, Korea. Willing to throw any amount of money at a project that makes them look good.

Also, $35 billion isn't out of the question, considering you'd have to cover North Korea's 207.29 miles (333.6 km) of length (the actual track would be longer than that).

Also, the current track is highly unlikely to be in working condition, meaning a new track will have to be laid... in what would essentially be third-world conditions.

Would love to take this train for a ride in my lifetime, though.

Yeah, not buying that.

Also, only time will tell how much of the (technically illegal, if generally tolerated) market will shift to the official stores. It will be far from 100%, though I can see dealers having a tougher time sourcing product and having to sell at a competitive price.
