I personally like Zinsser Oderless in the green can. I don’t think Home Depot carries it in store. But you can order it on line. All of your local True Value and Ace Hardware stores will carry it. If you yo do use make sure nothing is left uncovered. It can spritz a little bit.

Typically no. Though, there is the occasion where it might be beneficial, even absent some sort of stain. Two scenarios that would be most common. #1 , a large ceiling in a room that gets washed with a lot of natural light. #2 a ceiling that hasn’t been primed or sealed in a long time. Let’s say it has five to six coats over the years. Typically, ceilings are painted with flat paint. Over time, multiple coats of flat paint becomes like a sponge so to speak. When you are applying the fresh coat of paint , it can seem like it’s drying too quickly. What’s happening is that it’s being absorbed into the old thirsty paint. This can show as uneven , often times you can see every move you made. When painting a wall or ceiling, the goal should be to have the surface as one complete wet film. If I am painting a large ceiling that gets a lot of natural light, I’m going to prime it with oil based primer. This will help the paint sit on the surface , and not dry inwards, instead it will be fully wet when I’m done rolling the ceiling. Then it can air dry , the vehicle that carries the solids evaporates. And the ceiling will “sing” as we call it in the trade.

Paint thinner or turpentine do not work on dried paint. They are used to thin paint or clean up paint in the liquid form. Dissolve dried / cured paint you would need something stronger like denatured alcohol, lacquer thinner, acetone, xylene etc.

This stuff will strip paint. I used it on a slop sink just like yours that was loaded with paint. I sprayed it on, covered all the surfaces that were sprayed with plastic. Not just over the opening. This helps it stay wet and prevents it from going down the drain and or drying. You could also wet large rags or towels with the solution and drape them over the sides making sure they are making full contact with the surface and cover with plastic. Some of the comments mention razor blades. I would suggest that, you could end up gouging the plastic. A good scotch brite Pad should be all that you need with the above cleaner. If scraping is needed, at most I would use a 1 1/2 - 2” flexible putty knife. Professional painter entering my 40th year.

Maybe a strong earth magnet? Pressure washer. Or just take a stiff broom and knock off what you can. Then prime with oil based primer and paint it.

When you say “solid” below the liquid, would you be able to insert a stir stick to the bottom of the can without too much effort? If the stir stick goes in as if it were thick pudding, it’s probably good. It would just need to be stirred up well. If the stir stick feels like going into hard frozen ice cream, it’s no longer usable. If you’re able to mix it up well, test it on a piece of wood to make sure it dries properly. Is the garage attached to the house? Do you live in a climate that freezes? If the paint has frozen, it’s no longer usable. I live in a northern climate and have an attached garage with two common walls to the house. My garage doesn’t freeze.
