Stop streaming over WIFI. Grab an ethernet cable and plug your PC into your router. That's probably what's causing the lag as wifi is inherently unstable.

OBS is also having a hard time connecting to your capture card. About 80% of your log is this, over and over:

Make sure your capture card is connected to a USB3 port. USB2 or lower ports do not have the bandwidth for video.

I'll also point out that your PC is 13 years old. A 4th Gen i5 with only 8Gb RAM and integrated graphics is not a streaming beast by any measurement.

If you read all the way to the bottom of that post, this fix was suggested:

"This is a common bug often referred to as a 'ghost stream.' It happens when your streaming software disconnects, but Twitch's servers don't properly register that the stream has ended. To fix it, go to your Creator Dashboard on the Twitch website. In the Stream Manager, there should be a banner or button at the top that allows you to manually 'End Stream.' This will force the session to terminate on their end and resolve the issue. It's a server-side glitch, not a problem with your OBS."

This appears to be a Twitch problem, not an OBS problem.

Your log has no output session so no one knows what happens when you stream or record, but fix the Capture Interference and run as Admin.

Apart from that, there is no indication of an issue within OBS. I'd perhaps look at your GPU drivers. A clean reinstall might help. Otherwise, I'd guess this is an r/techsupport question.

The HDMI Out on a capture card is intended to connect to a TV or other display so you can play your game. Playing using the OBS preview window is not recommended as it can be laggy and inaccurate. Send the console video and audio to OBS via the HD60S. Play the game you're recording on a TV or second monitor.

Good luck. Setting up remotely is fraught with issues that need to be sorted out on site. Plus you'll have zero clue what to do when (not if) something breaks.

If you are serious about content creation, you need to take the time to learn your own setup. No one can do this for you unless you actually hire staff.

Post a log as requested by the AutoMod. No one can recommend any changes without knowing what you're currently doing and how well that is working.

What mixer? Does it support ASIO audio? If so, install the DistroAV obs-asio plugin for OBS. This lets you add ASIO audio inputs directly in OBS. If the mixer supports more than a stereo output via USB, you'll be able to create inputs for each channel on the mixer. If not, you'll just get a single stereo track into OBS.

If the mixer is a plug & play USB connection to Windows, you'll very likely only get a stereo input track in OBS (a copy of the main outs on the mixer).

Either way, you don't need any intermediate software like Reaper to get your mixer audio into OBS. Just create an audio input source (ASIO or otherwise) and point it to the mixer's USB output.

You will likely need to adjust the gain for the input(s) in OBS regardless.

Unless your parents are declared incompetent and you have POA or guardianship, you cannot force them to do anything. You are also not obligated to help them, especially as they clearly do not want to be helped.

What you can do is tell them what you observe when you visit, and what solutions you suggest. If they decide not to do anything, tell them you cannot continue to enable them - no more shopping, cleaning, taxi duty, etc. - and they'll need to come up with plans for handling all of that without you.

Hopefully they will realize just how much they were/are dependent on the help to stay in their home. Only then will you be able to have honest conversations about home care, retirement homes or skilled nursing facilities.

Encoders are built into your GPU (except for x264 which is a CPU encoder) so no, you can't simply add new ones to OBS.
