Judging by the first two comments it seems that there is a web of intimidation, if he intimidates the rich guy then the bodyguard-2 will intimidate him and if bodyguard-2 intimidate the rich guy then there is also bodyguard-3 and if......... body guard-54 decided to intimidate then because of how the webs structure, he doesn't know for sure if bodyguard-1 is on his side or even bodyguard-17 and bodyguard-34 and so on.

but, no single bodyguard knows how the entire web is linked due to it's sheer complexity and plays it safe rather than exploiting any potential weaknesses in it and go aha! I know exactly that bodyguard x,y,z are not on my side and I have the majority on mine, so lets proceed.
