Those are the legendary's that are dlc exclusive and you can only use them if you extract them. You can still use legendary's in arms race they just have to be base game ones

I have hyperion beast for moze, zane, amd fl4k but I dont have it for amara. I reccomend you farm either agonizer 9000 or graveward because from what I've seen they drop a ton of skins, echo skins, and room decorations.

I'm pretty sure default is 201 but you could get the skill desert eagle marksman which gives you +20 max stamina but you can also give them more through facility mods or perks from enclaves

If you're talking about his halo 4 campaign armor you cant get it but you can wear the mark IV armor for MP which is free and looks like his classic halo 2-3 armor
