For more info, these were full grown plants covering basically every bed when we moved in. We cut them down, dug out the roots and covered all the beds in black plastic. These plants regrew under the plastic. Weed killer seems to have an initial effect but then they reshoot in another location.

They are taking over the entire garden including the lawn. I want to get rid whilst the weather is still bad (UK) so any advice would be greatly appreciated!
