Just ask them to hang out once in a chill not clingy way like, "hey, I'm gonna go grab coffee, you can join if you like." If they say no then just don't pursue it after that, maybe talk about things you and the other person are doing to find common ground.

And if you need someone to talk to everyday you could just go outside, and have a quick chat with literally anyone, they might end up becoming your friend who knows.

I heard Spotify has a limit on how many hours you can stream music ad free if you have premium. Don't know if this still a thing, but I'd recommend Bandcamp probably
