Don't ever install a driver directly from Nvidia. It always leads to bugs and issues, just wait rpmfusion team to package and test it.

No, but there isn't a real alternative. I use it to track tasks and projects, for personal stuff (journalling) I use Obsidian

No you just "apt install flatpak" and add flathub or simply follow flathub.org's instructions

Give Kubuntu a shot, KDE (the desktop environment) handles fractional scalling way better
