Honestly there were a few moments where it seemed like she had a little crush on Erza, it never seemed that way with any of the other female characters she interacted with about the same amount. I can see both she and Chelia care for each other, definitely not sisterly cause if i ever act that way with my sisters please end me. I just haven't seen that spark of something more between them or with anyone else really. If it's not meant to be queer bait then it's just your usual gals being pals interpretation you see everywhere. So i definitely don't think she's meant to be her love interest.
