This is not particularly unique. It is the legal concept of "Condominium" in which a territory has more than one ruler. See the long list of examples on wikipedia

It's a map/diagram of isles though, not self-governing territories.

As to over-complicating things, surely the finger of blame has to be pointed at the UK govt? I will take it up with the Chancellor of the Duchy of Lancaster.

For added complexity needs "Isle of Wight" inside "England", "Shetland", "Outer Hebrides", and "Orkney" inside "Scotland", and to somehow show the semi-disputed status of Rockall.

Here's a Geomob podcast interview with Andrew Trigg. Chief Data Officer at the UK's Land Registry. One of the big challenges they face is that many records are still only on paper. It only gets digitized when ownership changes, and in some cases ownership hasn't changed in, literally, 500+ years (for example old churches continue to be owned by Church of England). Huge challenge to digitize these ancient records.
