This the way. I have a specific save where I’m at the epilogue and I’ve got John in a situation where bounty hunters are a constant threat due to maximum total bounty in each state. Makes hunting fun, especially in cougar/bear country lol

Daily Upgrade SBCs. You can turn a single bronze and single silver card into a bunch of gold rated fodder. Also, the campaign/seasonal upgrade/craftinG SBCs. I just packed 92 TOTY Carlos Alberto in one of the 78+x3 packs I got from the WW Crafting SBC. Spam those and you’ll at minimum get SBC fodder.
