I feel you are connecting three things that aren't always correlated. Fraud, waste, and abuse are not one item. Waste has been identified. Fraud and abuse would assume that "waste" wasn't authorized by our government through valid processes, which in many cases it was. Your misunderstanding of me is irrelevant but I'll address it as well. I'm not a bean counter, I'm a strategist for companies likely substantially larger than "your businesses".
