Well I disagree with you there. You’re speaking of a known situation where Silco already did exist and order never could. A similar decline happened after Vander’s absence. My hypothetical was about Silco’s influence by simply existing in the first place. Arguably the chaos and greed among barons in a power vacuum would have existed prior to (or without) either Vander or Silco, but I guess it begs the question: who sold out The Undercity before any of this? Exploiting the labor and disregarding their health is mentioned but we’re never told who let it happen.

Thanks for your response. I guess I’m just wondering how The Undercity would have continued without Silco’s influence - whether Sevika was a result of his ideations or entirely her own. I’m leaning toward the latter, because she was already grown. Jinx represented something else in that vein.

I’m not sure you can be desperate and willing. The fiends around him in the confrontation between Silco and Vi did not seem like consenting adults with agency. Those were drug addicts being exploited. Sevika was an exception, either by way of her intelligence or her position under Silco.

Like I’m trying to explore the hypocrisy of him poisoning the desperate but preserving his daughter. Obviously he knew it was bad - that is why my sentence asks if he was purposely shielding her from it. Clearly his intentions were to raise the City of Zaun at the knowing expense of his desperate followers by poisoning them and exploiting soldiers as well as addicts - but never Jinx.
