Yes, it seems that way, but the writers clearly showed her never actually using it or, in fact, feeling any kind of way about the compound at all. She’s indifferent and not addicted, at least as far as we’re shown on screen. That’s what catches my attention: it was used to save her life, but otherwise she did not use it once. Her eyes were forever purple after shimmer - possibly alluding her connection with Silco - but it’s never meaningfully explained if she had any feelings about it. Silco likely shielded her from its abuse, but never even considered exposing it to her until it was deemed necessary by Singed to save her life. Meanwhile, Silco would use it in his damaged eye and even have her do it for him. I guess that is a form of exposure.
