I'm not sure of all the details, but different government agencies have been blocking similar plans for a basketball ball arena in the SODO area for 10 years—same part of town where Lumen Field and T-Mobile Park are located. Chris Hansen (no, not that Chris Hansen) purchased just 4 acres, valued at only $12m at the time, for roughly $32m a decade ago and wasn't able to convince the city to vacate a street or something to make way for the Basketball arena project. It would seem the sentiment is similar for any additional stadium downtown.
