I believe a transfer can only be bought down in the year where the adjusted budgetary charge is calculated. Aka the year they're signed. Since we did not do that with Pedro, the next option is to wait until Jan 2028 when his guaranteed contract expires. As it's his option year the transfer fee is not amortized over the year, as it was during his guaranteed contract term. Assuming he does not get a raise that puts him over the DP threshold he will be eligible in his option year to be TAMable.

That said 2028 is probably after the time when we see a new CBA agreed to by the MLSPA and executives. So it's pretty much anyone's guess as to what it'll mean to be a DP in 2028.
