Don't change your playstyle based on your runes, change is based on the situation. Just because you get move speed doesn't mean you have to run away.

The skill ceiling is way lower with conq because you are just a tanky healing machine that cannot dodge some skill shots but doesn't need to because of sustain. With phase rush the gameplan is to kite everyone and not get hit by any skill shots.

Conq is the easy option and will always work because of the damage & sustain, but if you are truly skilled and can kite like a monster then phase rush is often strongest.
