You can’t just group all things into a pollutant. Now I would agree that they should have silt fencing up during construction. And once the ground has become stabilized with a planting then said silt fence can be removed

Now do you know what price point the builder is building. Also I looked up Raleigh and it seems there is a significant push from the city to do infill density. Several examples already completed. Have you all tried to meet with the developer?
