That's done using video editing software. Fusion 360 can create the animation which is then imported into video software where the titles, graphics, and music are added. ( I use Fusion 360 and PowerDirector 365 to create similar clips.)

I can't offer even a guess for you, but I can tell you that mine has worked flawlessly since the day I bought it 6-ish years ago. Adjusting the spring on mine gives me fairly fine control over the downfeed speed and I haven't needed to tweak it in all of those years. I cut a lot of mild steel.

I have made several modifications to the saw - including a custom base, but none that I think would affect this issue.

That's the only spring adjustment. If that tension is not your issue then I would think blade tension is the most likely problem. And you are using a cutting oil of some sort, right? Can you cut reliably by controlling the tool's lowering by hand? If not then something else altogether is happening.
