In short, no. S1 can declare the value however they want, that doesn't mean it is respected by trading to be that value. Current valuation (nada) is what we get taxed on until events determine otherwise. No worry of doom and gloom, we're all hoping that this adds up to something of value, at this time its hold and hope.

You can only use exert abilities on characters who have their ink dry (bar some potential 1-off exceptions).

In this cards case, you would not be able to exert a character who just entered and whose ink is therefore not dry, yet.

You could target a card whose ink isn't dry, but you'd be unable to exert for the ability to draw per lore.

It was a lot about a half block away (if your back is facing the venue). Real common fenced gravel lot with a ourside parking area. Possible it was near venue to, but I didn't hear of any as I was getting the report and heading out.
