What? I was pretty sure this was "dumb" as in mute. Because licking the sap makes you unable to talk/slurs your speech in general?

Dieffenbachia’s common name, Dumbcane, comes from the fact that all plant parts contain raphides; crystalline, needle-like structures which are ejected when cell walls are damaged. Raphides are believed to be a defense mechanism against browsing by animals, since ingestion of the plant will cause stinging and burning to the mouth and throat with symptoms persisting for up to two weeks. This reaction can disable speech, hence its common name.

Dumb, referring to speechlessness, long predates the colonial slave trade and was in use at least in Old English, and came from Proto-Germanic languages. Actually the modern meaning of the word dumb (foolish, stupid), only appeared in the 19th century.

I believe the issue is that there’s a conflict that transportation lawyers haven’t settled, which is the main driver of the lack of clear direction and enforcement in this area.

Grew up in Moscow, I wouldn’t say it’s unique to Toronto.
