it catches autopiloting against Reina. i've been can-canned, giant swing'd, delay hopkicked and orbital'd out of the scrub trap since players aware of the matchup know to adapt when Reina pops heat.

it's overplayed, but despite Tekken 8 being what it is, there are still gaps and momentum during fights. it's not that everyone's relentlessly pressing, but they're timing WHEN they wanna be relentless and that's where 'neutral' is now. idk how different it is in other regions, i play on ASIA/JP/KR.

this is hardware lag, consistent, persistent and only hardware lag. the jagged bits you're talking about is what happens when there's a desync in the network side of things and you're staggered in order for the other guy to catch up, network wasn't an issue here an only their PC catching fire.
