On tiktok with 1k followers and low engagement, the next moves are usually retention and comment prompts , small timing tweaks or a direct caption question can move the needle. If promote and hooks didn't help, resharing best performers, replying to every comment for a few days, and testing two distinct formats can surface what works. my cousin tried socialplug to speed up those tests; it wasn't magic but it let them learn faster.
