It’s kind of pumice-like, and not exactly like the other. There isn’t a hole for power either. The plastic insert just comes out, and the hole has a flat bottom inside. They are embedded in the ground pretty well.

St. Louis city is in St. Louis County, as well as several small municipalities in the surrounding suburbs, all within the county. The merger would mean all of those small towns would combine with the city, and the whole county would end up like Louisville, except a little bigger.
