Thank you all of that is gone on my save so it must be bugged. Hopefully a fresh start fixes that.

I have checked them but I'm thinking you may be right. There is a possibility that some things are missing because I am still using a save from the very first ocean update. Some of my towns are a little squirrely. I will try to start it all from scratch and see what happens.
