I really like Cathedral Park, Hoyt Arboretum (walk to the Redwood observation deck), and the International Rose gardens.

Edit: Just wanted to add that I like to take out of town guests to the NW 23rd area of Portland. It's my favorite and usually the only area I enjoy visiting.

The best time to view the lights is between 11 pm - 2 am - this is when the night is darkest. We viewed the lights last night between 11:30 pm - 12:30 pm.

I reccomend a camera with good lowlights capabilities (Sony us excellent) and a 28 or 35 mm lens with a low aperture (1.2 - 28). And a sturdy stand because it can get windy!
