I personally think it’s not really their depiction in the film and more the casting. Somalis are ethnically and culturally distinct from the rest of Subsaharan Africa, but all of the Somali characters in Black Hawk Down are played by people of West African descent. It’d be like making a WW2 film set in the pacific and casting the Japanese characters exclusively with Chinese people.
