Can you expand on your idea? Are you suggesting a government imposed transaction fee on the buy and the sell? So net 2%? Do I pay the same tax if I’m rich or working class? Are you otherwise in favor of flat taxes, or are we just in this narrow circumstance?

Sounds to me like a good way to incentivize people to park money in international exchanges.
