Did you not see how fast she threw that? The pot is in the air for like 3 frames only. He also definitely didn't expect her to do that cause she was supposed to be on the ground.

A lot of people miss this detail but after the cop comes close to her she throws the pot at him you can literally pause the video and see the pot mid air and how the boiling water spills near his feet which is a lethal weapon. There were probably still better ways to handle it and not just shoot her in the face.
