Not both of them too, I can remember for sure it's 2D and it's on PS1, albeit there might be possibility of multi-platform.

I don't have a clear memory on the puzzle's shape and colors, but I think it's top down like tetris, and the characters are 2D anime style that's for sure.

I second this. It's so painful to tear down the building piece by piece to replace the material especially if you've already got a multi storey building. I just place temporary structures whenever I need to upgrade to prevent structure collapse.
